Born September 18, 1942 in Sydney, Nova Scotia. Educated at Sydney Academy and graduated (1960). Attended St. Francis Xavier College, Sydney Campus and University College of Cape Breton. Graduated from the Institute of Public Affairs, Dalhousie University (1970). Married to Ann MacDonald of Sydney. Father of two daughters - Elizabeth and Allison, step-son Robbie and four grandchildren.
Political Career: Provincial: First elected to the Nova Scotia Legislature, g.e. 1993. Re-elected g.e. 1998,1999, 2003 and 2006. Appointed Liberal Party Whip, March 20, 1995. Minister of Labour and Minister responsible for the Workers' Compensation Act and the Sydney Steel Corporation Act, June 7, 1996 to July 18, 1997. Appointed: Minister of Economic Development and Tourism and Minister responsible for: Communications N.S., The Innovation Corporation Act, The Business Development Corporation Act, The Nova Scotia Marketing Agency and the Sydney Steel Corporation Act, July 18, 1997 and Minister responsible for the Petroleum Directorate, December 11, 1998. Appointed Chair, Priorities and Planning Committee, July 18, 1997. Former Member: Government Caucus; Committee on Economic Development; Committee on Private and Local Bills and Committee on Internal Affairs. Former Government House Leader and present Liberal House Leader.
Municipal: Elected Mayor of Sydney, November 1978. Re-elected 1982 and 1985. Acclaimed 1988. Re-elected 1991. Mayor for 15 years - longest in city's history. When Mayor of Sydney, presided over the building of a new Civic Works Centre, the 'Sydney Waterfront Project' (The Boardwalk), Centre 200 - start of the new water system. Resigned as Mayor, May 25, 1993. Chair: City of Sydney Hospital Board; Cape Breton Joint Expenditure Board and Sydney Police Commission. Member: Board of Braemare Home; Cape Breton District School Board, Metropolitan Planning Commission; Sydney Water Commission and Centre 200 Commission.
Private Career: Finance Department and Assistant Director, Social Services, City of Sydney until 1978. Played Common School Hockey in Sydney, also with Sydney Academy, Juvenile Hockey with St. Joseph's and Junior Hockey with the North Side Jr. Victoria's. Coached Little League Baseball for many years. Chair of the Board of the Cape Breton Oilers, American Hockey League. Past President of Sydney Little League Baseball. Negotiated the franchise that brought the Farm Team of the Edmonton Oilers to Cape Breton - won Calder Cup in 1993. Past President - Sydney Credit Union.
Military Service: Held a commission in the Royal Canadian Naval Reserve. Sea Cadet officer in Sydney for many years. Retired with rank of Lieutenant (N), 1978. Life member of the Royal Canadian Legion Ashby Branch 138. Received Canadian Forces Decoration for service to Canada. Received Canada 125th Medal - Royal Canadian Legion 60th, 70th, Anniversary Medals and Queen's Jubilee Metal.
